Yes water is a problem on definite problem especially on Malta,,
solutions are available,, there are some very unique desalination
units that could be constructed,, one of each unit and all excess
water is automatically put into the nations water supply power can be
supplied by a unique wind generators that are designed for tall
buildings taking advantage of their natural turbulence to create the
energy, along with some normal wind generators and some wave
generators ..

Green house waste can be used to feed fish and mussels so they can be
part of the food chain.. any excess waste can be used to fertilize
the fields. A great part of the idea is to bring the country to
complete independence food, water and power wise..

With a population of less than a 1/2 million it is with in reason to
be able to do it.. each vertical greenhouse has a foot print of
approximately 2 hectors or 5 acres.. and would have the capacity to
feed approximately 50,000 people. The whole project is actually
viable. In my vision it would be controlled and governed by the Malta
Fund.. Non Governmental with strict pay scales for officers, top
receiving no more than 6 times the basic pay.. Funding would come
from an annual donation of 5 Euro per each resident and a 10 Euro
donation from each visitor or tourist.. Though it would take several
decades to finance and complete each unit would contribute to the
growth of the Malta Fund.. becoming more and more self supporting..
eventually owning and controlling its own banks.

Best part is every thing would be owned by the people and to make
changes would require a vote of 80% of the people..

a true communal business, built and supported by the people.. as said
in the US "Of the People, by the People and for the people.
