No !! Bhutan Gov's fear is about losing the State. It wants to establish a unique nation so as to provide continuance to the State.
Darjeeling's desire is to have a better political bargaing for the people. The Morcha already has a Nation. It is using the people power to cause the change. The activists want to have a State and bring home better facilities to the people. They feel that they are now discriminated.
Best regards.

Once upon a time a chariot wheel was raising a column of dust as it rolled over the dusty road. A tiny 'housefly' seated on the chariot wheel proudly claimed that the dust, on the road, was raised by 'it' ... ... and everyone laughed. So is the above claim - entirely rhetorical and undue.
It will be pragmatic to accept the fact that we have traversed deep into a globalized world governed by supra-national concepts. Even the principle of government has, long time ago, given way to governance. And the idea of governance too has already moved from horizontal to that of net-working. Therefore, lets not keep our life's wheel still stuck in the mud of 'past tense'. While keeping intact our good values and identity, lets begin to explain and interpret our life in 'future tense' tinged more with humanistic, humane and universal values.
Always, Jogen

Great quotations - very symbolic and significant from Michael Hutt. This actually sums up the entire history of conflct and cooperation among nations within States and among States comprised by different nations.
In political science, countries are commonly defined as nation-states; as the background for their formation was based on the nations carving their own territories and States. Therefore, the aspiration of nations to carve out political States of their own is very much a legay history has passed on. Israel is an example. The demand for Gorkhaland is another example. This falls in the first category of Hutt's quotation - ''Desire of a nation to have a state of its own''.
Some States due to political, geographical or other reasons inherit a diverse nation during formation. The fight for domination ensues and it culminates into one particular nation capturing the centres of power of the State. Then in the name of the State and by using all the powers of the State, this particular nation aspires to expand its influence on other nations, attempting to homogenize all the population into its fold. Such States justify suppression of other nations citing national security reasons - the presence of a large number of a diverse nation is viewed as a threat. To keep the example simple - Bhutan is a perfect example. Bhutan is Bhutan for us, but for the nation that rules; it is also 'Druk'. The 'Druk' is a religio-ethnic expression and it is enforcing that identity on every one. The intention is to turn Bhutan into a nation of the Drukpas. ''Desire of a state to have a nation of its own''.2011/9/29 Tej Man Rayakamonger <rayakatej_man@hotmail.com>

Exhaustively researched. I think none else can present better(material-wise).
Late Captain Mountbatton: How far does your kingdom extend in the East?
Late King Mahendra: As far as are Nepali people living.
Best regards.
D.
Yes, Nepali people can live only within Nepal.

Good friends are like stars........
You don't always see them,
But you know they are always there- Anonymous.
N.B: Nepali, ethnic name of the natives of Nepal has been as pure as that of any others'. There is some confusion to readers because the native people of Nepal take pride in using this term to mean anything that is of/from Nepal. Otherwise, the terms nepaley, nepalko, nepaliya, are used to mean Nepal's.The word Nepali originally is a noun - the ethnic name, and name of the language. So, be careful when you use it as an adjective. Nepali laguage is not Nepal's language, but Nepali people's common language. Nepal has several languages of which Nepali has had opportunity of being the national language, and the office language.
Deo Sharma confuses people on nationality, language periphery and State.
