[Mind's Eye] Re: When is a natural disaster a natural disaster?

Guess what i meant, rigsy, was that when nature (or man) throw up
statistical fluctuations, you better have the creativity, capacity,
and will of man to fix the effects; or wait for nature to "smooth"
itself in cosmic time.
